EDUCATION
Dr. Beverly Bowen has extensive IT educational accomplishments. She completed her Doctor of Business, Organization and Management in February 2008. Because of her extensive background and interest in Information Technology, she completed the requirements for a specialization in Information Technology in addition to the usual requirements for the doctoral degree from the Capella University of Minneapolis, MN. Her dissertation was a study of the affects of commercial competition versus federal employees for a pre-defined set of skills and products. Dr. Bowen was privileged to work on the team that completed the competition process as well as be the statistician who analyzed the performance data for the first three years of the contract performance. The dissertation was published as “After the Downsizing: A Case of a Commercial Activities Competition Reorganization.”

Dr. Bowen earned the degree of Master of Science in Computer Systems Management from University College, University of Maryland. The professional project for this master’s program focused on database, programming and computer security technologies. Dr. Bowen’s first graduate degree is a M. Ed. in Secondary Mathematics from Wayne State University, Detroit, MI and her thesis was a statistical study regarding student development in the Algebra I – II versus Pre-Algebra – Algebra I – II which focused on the potential discrepancies between the two programs and student achievement. Finally, while pursuing the doctoral degree, Dr. Bowen earned a M.S. in Project Management from Belford University.

IT WORK EXPERIENCE
Dr. Bowen started her IT work in the straight out of under-graduate studies with International Business Machines as an intern to work on Time Share Option (TSO). As time passed, Dr. Bowen changed careers to teach in public high schools. While the Department Chair at Thomas Stone High School, Waldorf, MD, Dr. Bowen and a colleague designed and implemented the first computer labs for two high schools. Coincidentally, she began teaching computer science and business classes at the local Community College and for the Continuing Education Program administered by Charles County Board of Education.

In 1984, Dr. Bowen changed careers again to go back into the information technology field. She worked for the federal government at a Naval Air Station in southern Maryland. She started her career there as a Computer Support Team Lead. In addition to supervising six personnel, she also worked with various contract support personnel who provided programming and development support. Dr. Bowen designed large- and small-scale database management systems that are still in use today. Her duties included training, liaison functions, project management, personnel coaching and mentoring, life cycle management, resource management, systems analysis, and project design and implementation.

Dr. Bowen continued her federal career as an information technology analyst during which she provided technology support to the user community. She also worked as a Commercial Activities Analyst. During that time, she was a team member and a team manager. As a Commercial Activities Analyst, she worked with various groups from top management to worker. Dr. Bowen is able to communicate with non-technical users in a manner that is understandable without being intimidating.

PROJECT MANAGEMENT EXPERIENCE
Dr. Bowen began her project management experience while working as a teacher for Charles County Schools. She continued this experience throughout her career with the federal government. Dr. Bowen earned her MS in Project Management based on her real-life experience in addition to academic achievement.

EDUCATION/TRAINING EXPERIENCE
Dr. Bowen earned her first and second degrees in Education. She has twenty-plus years as an educator in K-12, junior college, and undergraduate and graduate venues. Her focus has been on mathematics and computer science training. Dr. Bowen also developed training classes for federal employees whom concentrated on developing their skills in using Microsoft and other applications.

Dr. Bowen has extensive experience in teaching computer science classes which included, but is not limited to, database management, database design, programming and project management.

Dr. Bowen has small computer and network certification from NRI and is pursuing additional certifications from Smart Certify.

PERSONAL
Dr. Bowen has volunteered as a mentor in local schools. She is a long-time member of Toastmasters International, Federally Employed Women and National Association of Female Executives. Dr. Bowen continues to work with people as a Business Consultant as the Resident Technician for Staples, The Office Superstore #1103.
