Personnel Security (PERSEC) is the fundamental program in government security that provides a process for vetting and maintaining individuals’ suitability, reliability, and trustworthiness. This course offers the student an in-depth exploration of the steps to gaining access to United States National Security information, facilities and Information Systems. Basic requirements for access with emphasis on the National Industrial Security Program Manual (NISPOM) PERSEC process, as well as processes utilized by the Intelligence Community for Access to Sensitive Compartmented Information (SCI) and the Special Access Program (SAP) communities will be covered.

After completing this course the student will be able to:

CO-1: Discuss the regulatory and legal aspects of the personnel security process to include the key agencies involved.

CO-2: Examine the personnel security clearance process as it relates to access to classified information.

CO-3: Compare the types of personnel security clearances and the investigations required for access to classified information.

Discussion Forums

Each week a discussion question is provided, and posts should reflect an assimilation of the readings. Students are required to provide a substantive initial post by Thursday at 11:55 pm ET (Sunday at 11:55 pm ET for week 1 only) and respond to two (2) or more classmates by Sunday 11:55 pm ET. Forum posts are graded on timeliness, relevance, knowledge of the weekly readings, and the quality of original ideas.

Standard Form 86

Before eligibility is determined for an individual requiring access to classified information, the individual must complete a Standard Form 86. Upon review of Standard Form 86, select 10 of the sections that you believe would be the most difficult to complete and explain the purpose for the government having these section and difficulties that you believe a person may have in completing these sections.

Interview and Adjudication Assignment

sing the Standard Form 86 paper from the previous assignment, conduct an interview with the individual (I do not expect you to actually interview anyone, just write it out as if you were) and question them on the areas they had difficulties answering. After completing the interview, complete an adjudication of the individual explaining if you would grant the person a clearance or not.

Final Assignment

There is a Final Assignment of four questions. Your final assignment must be at least 16 pages minimum.
