  • Top-Up is a VA benefit that may be used by active duty members who are not receiving 100% tuition assistance coverage for a course

    • For example, if the course cost is $900 and TA pays $750 and the student's out of pocket expense is $150. The student may submit the $150 to the VA for reimbursement
  • When using Top-Up, you must do the following:

    1. Fill out and print a copy of your completed form 22-1990
    2. Make a copy of your TA Approval form and write “TOP-UP” at the top of your forms
    3. Send both to the VA in Buffalo, NY:
      VA Regional Office
      PO Box 4616
      Buffalo, NY 14240
      Or fax to: 716-857-3193
  • This process must be followed for each course for which Top-Up is being used
  • APUS requires that any balance not being covered by TA must be paid prior to the start of the course. Access to the course will not be permitted until the balance is paid in full
