Octavius is a specialist in socioeconomic and political development in the Mediterranean region, and he lives in Brussels, Belgium, where his work focuses on European policy towards the Middle East and North Africa. In the United States, he routinely offered courses on the Political Economy of the MENA, as well as European Politics, French Politics, and Turkish Politics. He has a particular interest in subcultural influences on EuroMed policy-making and how the resulting policies affect relations between the United States and its European allies.
In addition to teaching at the university level, Octavius has extensive work experience that includes NATO headquarters in Brussels, the National Security Education Program in Washington, and the Standard Missile Program. He has served as a consultant for civil-military relations at the Joint Forces Staff College, and has been active as a consultant for organizations in Pakistan, France, Turkey, Belgium, and the Czech Republic.
