EDUCATION

Ph.D. Hungarian Academy of Sciences/Zrinyi Miklos National Defense University, Budapest Hungary Spring 1997-Winter 1998
Summa Cum Laude graduate. Received a degree in Strategic Studies and Military Science. Dissertation: Clausewitz, Chaos & Combat: A Critical Analysis of Operational Planning in the Viet Nam War, 1966-1971. All coursework for this Ph.D. was taken at The Maxwell School at Syracuse University Fall 1991-Summer 1994) and transferred to Zrinyi Miklos. Prior to writing and defending my dissertation I had to pass a battery of subject examinations to be accepted into the Ph.D. Program.

Received an Honorary Doctorate for outstanding achievements in the field of education and for major contributions to the promotion of Russian-American humanitarian co-operation.

M.A. Maxwell School at Syracuse University Fall 1990 - Summer 1991
Magna Cum Laude graduate. Completed a degree in Political Science (American Government & International Relations) and Public Administration. Served as Graduate Assistant to Prof. Linda Fowler (I had a full scholarship in the Political Science Department).

M.A.L.D. The Fletcher School of Law and Diplomacy Fall 1976 - Spring 1978
Specialized study with three major fields: International Law, International Business and International Security Studies. Master’s Thesis: The Soviet Union’s Unique View of Military Superiority. Served on the Fletcher Forum Editorial Staff.

A.B. Syracuse University Fall 1973 -Spring 1976
Graduated in three years with honors in East European and Soviet Studies. Appointed Chancellor’s representative to the NY State Board of Regents. Senior Honors Thesis: USSR: 1917-1918 The Foundation of Industrial Nationalization. Middlebury College Summer 1974 - Russian Language Village


CAREER

I have taught various courses in Political Science, Strategic Studies and Public Administration at Colorado College, Zrinyi Miklos National Defense University in Budapest, the US National Defense University in Washington, DC and the US Naval Postgraduate School (NPS) in Monterey, California. I also served as the Assistant Provost for External Affairs at NPS. In between teaching and blowing glass from time to time, I worked for the Federal Government. I was at CIA HQ in Langley, the Maritime Administration, served as Special Assistant to the Secretary of Defense and was one of the authors of our first DoD Defense Guidance in 1984. I also worked for two US Senators as their Legislative Aide for Defense, Intelligence and Foreign Affairs (one at a time, of course!) I have lectured around the world for the US Naval Justice School on the US Congress and Civilian Control of the Military.

To round out my resume I did a stint on "K Street" at CSIS (Center for Strategic and International Studies) as Special Assistant to former Deputy Director of the CIA, Dr. Ray Cline. I was the first Internal Auditor for the county I live in—Beaufort County, South Carolina and am currently proud to be "almost" teaching at Norwich University online. I own a bespoke artisan glass company called, Hilton Head Design.

PUBLICATIONS

My dissertation database, A Statistical Interpretation of US Senate Legislative Staff 1959-1991, ihas been incorporated into this database of The Congressional History Project directed by Michael J. Malbin (Director of the Rockefeller Institute’s Center for Legislative Studies) and funded by the National Science Foundation. This project is creating a relational database of historical congressional statistics covering the full sweep of congressional history from 1789 through 1992. This database resides at the University of Michigan's ICPSR (International Statistics Repository).
The Structure of the United States Congress: How Laws Are Made According to the U.S. Constitution, Levy author, published in 1997 by the United States Naval Justice School. This book has been translated into French, Spanish, Russian, Greek, Arabic, Romanian and Hungarian.

Civil Society and Armed Forces, by Kravchenko & Levy, Moscow/Nauchnaya Kniga, 1996) This book, published in Russian,is an analysis of the interaction of the military and the governments of both the Russian Federation and The United States. The sponsoring groups were the Diplomatic Academy of the Russian Foreign Ministry, The United States Naval Justice School and the Moscow Military Institute of the Borderguard Troops of the Russian Federation. International Law and National Security, Levy, author, published in 1995 by McGraw-Hill, Inc. This International Law Case Book accompanies a course I designed for the United States Naval Postgraduate School. [ISBN: 0-390-9353568-9]

The Encyclopedia of Democratic Party (Volume 3) , by M.E. Sharp Publishing (1996). I wrote articles on Arms Control, Lobbying, The Congress and Defense Spending, and Senate Staff.
