Biography - Frederick F Hill


Mr Hill lives in Old Town Alexandria, VA, and works in DC. His formal education includes a BS in Criminal Justice from Virginia Commonwealth University, and Masters in Public Administration (MPA) from Strayer University, and completed his thesis on the Homeland Security Information Network (HSIN). Mr Hill has also completed many professional development courses while in the military and working for the Department of Homeland Security.

Mr Hill’s professional life consists of nineteen years of service with the federal government that includes military and federal civilian service. His professional life includes 13 yrs in the military where he was an accredited Federal Agent with the United States Army Criminal Investigation Division. As a CID agent, he worked general crimes, economic crimes, worked on the drug suppression team, and intelligence work. Mr Hill was deployed to Iraq in support of Operation Iraqi Freedom, from Mar 03- Mar 04, upon returning from Iraq, he separated from the Army and was hired by a defense contractor in DC, as an intelligence analyst. After leaving the defense contractor, he was hired by the Department of Homeland Security HQ in DC, where he is still employed. His first position with DHS was as a Senior Intelligence Analyst, a position he held for several years. His present position is Senior Watch Officer, GS-15, in the DHS National Operations Center.

During his tenure at DHS, he served as a Senior Intelligence Analyst (SIA) for the Watch and Warning Branch. In this position, Mr Hill was required to monitor intelligence traffic classified information and to report any threats or potential threats to the United States to Senior DHS leadership, and brief the Chief Intelligence Officer (CIO) of the Office of Intelligence and Analysis on a daily basis and the Director of the National Operations Center (NOC) as needed. As an SIA, he served as the spokesperson for the Watch Warning Element (WWE) at the daily brief to the Watch Floor, and would represent the WWE in the daily secure video teleconference with other members of the Intelligence Community (IC).

In his current position as a Senior Watch Officer, he interacts on a daily basis with senior managers and counterparts in other Federal Agencies, State and local governments and public entities. This interaction takes form in either simple administrative information sharing, as is generally the case, or it takes form in incident/crisis management. On a daily basis, his current position brings him in contact with many senior representatives at the national level, to include many federal agencies, the Homeland Security Council (HSC), and the White House. Through the years, Mr Hill has maintained cooperative relationships at all levels of government which has enhanced his ability to grow as a professional, and to make better decisions when it comes to personnel and incident/crisis management, and intelligence analysis.
