Biography - William D Briggs


Dr. William D. Briggs received a BS with a concentration in Business Administration (1969) and Accounting (1978) from California State University-Fresno. He received his MA (1986) with a focus on Security Policy Studies and his MPhil (1988) from The George Washington University (GWU). Dr. Briggs received his Ph.D. (1989) in Public Policy from GWU with a specialization in National Security Policy. His doctoral dissertation focused on the Formation of Limited War Policy and the Impact of 'Outsiders' in Decision Making.

Dr. Briggs has over 25 years of experience in both the Intelligence Community and Military. During the 20 plus years he served with the Central Intelligence Agency (CIA), he primarily focused on Middle East issues, i.e., terrorism, regional stability, and narcotics trafficking. In his six overseas tours he held a variety of responsible positions, including, Chief-of-Station; Deputy COS, Chief-of-Base; and, Operations Officer. During several domestic assignments, Dr. Briggs served as a Group Chief at CIA Headquarters, was designated a Certified Senior Instructor, and served as an Intelligence Analyst in the Directorate of Intelligence where he focused on Insurgency and Counterinsurgency Operations. Dr. Briggs completed his CIA career following a 13 month tour in Iraq.

In 1969, Dr. Briggs was commissioned an officer in the United States Marine Corps and served as an infantry platoon leader in Vietnam. Prior to his deployment for Vietnam, Dr. Briggs was an honor graduate of the U.S. Army Ranger School. In addition to his government service, Dr. Briggs spent over 12 years in private and public industry. He worked for an international consulting firm, was the district manager of a public utility, and owned a wholesale equipment company.

Dr. Briggs and his wife reside in northeastern U.S. and enjoy outdoor activities, particularly exploring the seacoast.
