
Dr. Jeremy Francis completed a Ph.D. in Public Policy and Public Administration, specializing in Homeland Security Policy and Coordination at Walden University, Minneapolis, Minnesota. Dr. Francis earned a Master’s degree in Public Administration (MPA), with Distinction, and a Bachelor of Science (BS) degree in Management/Human Resources, Magna Cum Laude, from Park University, Parkville, Missouri.
Dr. Francis maintains a solid background in the fields of Homeland Security, Criminal Justice, and Intelligence Studies. He is a direct participant in the U.S. Intelligence Community (USIC). Consistently exceeding agency expectations and statistical accomplishments on criminal and counterterrorism investigations, Dr. Francis is experienced in coordinating large-scale international investigations and operations. He is skilled in developing and implementing standardized policies and procedures.
Professionally, he is a Special Agent with the Federal Government. He has served in law enforcement nearly two decades, holding various roles and responsibilities from patrol to investigation at national and international levels. Dr. Francis is a graduate of the Kentucky Department of Criminal Justice Training Academy (KY DOCJT). He served as a police officer in municipal police departments in central Kentucky and eastern Missouri. Dr. Francis earned a Class A Peace Officer License with the State of Missouri and was certified under the Peace Officer Professional Standards from the Commonwealth of Kentucky.
Dr. Francis was a recipient of the FBI Director's Award in Excellence for Outstanding Counterterrorism Investigation of the Year. He was the recipient of the International Association Chiefs of Police Prevention of Terrorism Award and received the Federal Executive Board Law Enforcement Team of the Year Award.
Dr. Francis is an active member of the Federal Law Enforcement Officers Association (FLEOA), the FBI Special Agents Association (FBI SAA), the U.S. Naval Institute, the Military Officers of America Association, and the American Society for Public Administration (ASPA).
Dr. Francis proudly completed six (6) years of military service on active duty in the U.S. Air Force. He served as an enlisted Security Forces team leader in Operation Southern Watch, Operation Noble Eagle, and Operation Enduring Freedom. His tours of duty led him to assignments in Texas, North Dakota, Kentucky, Illinois, and the Kingdom of Saudi Arabia. Dr. Francis continues military service as a commissioned officer in the U.S. Navy Reserve. His military decorations and awards include the Air Force Commendation Medal, Armed Forces Reserve Medal (w/M device), Air Force Good Conduct Medal (w/1 device), National Defense Service Medal (w/1 device), Armed Forces Expeditionary Medal, Global War on Terrorism Service Medal, Joint Meritorious Unit Award, Navy Expert Pistol Marksmanship Medal, Navy Expert Rifle Marksmanship Medal, Air Force Outstanding Unit Award (w/1 device), Air Force Training Ribbon, Air Force Longevity Service Award, Small Arms Expert Marksmanship Ribbon, Air National Guard Service Ribbon (Kentucky).
Dr. Francis’ hobbies include traveling, physical fitness, music, piano, movies, and valued time with family.
