Biography - Ray Bartholomew


Ray  Bartholomew

Mr. Bartholomew received his Bachelor of Arts in Business Management from Averett University and his Master of Arts in Business Administration from Strayer University. He currently serves as a Senior Program Planner and Control Advisor for Washington Consulting Government Services, as contractor for the Office of Naval Research in Arlington, Virginia. In this position, he provides independent financial analysis, develops Swim Lane flow charts, and educates performers on aspects of proactive financial management as it relates to STARS (the Navy-wide pay accounting system) execution. Mr. Bartholomew also coordinates with Earned Value Management System (EVMS) staff to implement integration of technical, cost, and schedule parameters by identifying significant drivers, forecasting future cost and schedule performance, and constructing corrective action plans. Prior to this position, Mr. Bartholomew has served in a variety of capacities both within the federal government and private sector companies that are contractors to the Defense Department, including the US Mint, US Agency for International Development, and the FDIC. Those capacities have included the areas of IT (migrated FDIC from a Banyan to Windows environment), Logistics (responsible for simultaneously moving USAID from several locations to the Ronald Reagan Building), Compliance Inspections (Y2K Coordinator for the US Mint), Office Operations (with the Marine Corps), and Change Management (with the US Mint and Office of Naval Research).

CWO4 Ray Bartholomew retired in 1996 after 20 years of service in the US Marine Corps. His career included more than 12 years as a Personnel Officer and Manager. His tours of duty included Iwakuni, Japan, Hawaii, Germany, and the Pentagon.

In his free time, Mr. Bartholomew enjoys oil painting, jogging, and playing ice hockey with his sons. He is also an amateur photographer, frequently taking nature photos in his recently certified Backyard Wildlife Habitat in Stafford, Virginia.
